pnpm 11 no longer reads the "pnpm" field in package.json and warns that
it ignored onlyBuiltDependencies, which would leave workerd's build
script unapproved and unrun on a fresh install. Its new home is
pnpm-workspace.yaml, which pnpm accepts without a packages key for a
single-package repo.
